Can I claim compensation from the CICA, Criminal Injuries Compensation Authority?

The CICA will only consider making an award of compensation following a dog bite, if the attack was a violent crime. You will have to demonstrate that the person in charge of the dog, set the dog on you, or the dog attacked you as a result of the owner failing to control the dog which was known to be vicious to people.

For example the owner of a dog, unleashes the animal and shouts encouragement to entice the dog to attack you and the dog then bites you. Or, the owner of a dog which is known to have a bad temperament and disposition allows say, a child to have control of the dog and it breaks free and bites you.

In the second example, you will have to demonstrate to the CICA that the owner of the dog knew the poor temperament of the animal AND recklessness- not using suitable restrain for the animal or allowing say, or perhaps leaving the dog to roam unattended. 

Many claims to the CICA for compensation concerning dog (and other animal) bites fail because the applicant (the person making the compensation claim to the CICA) cannot demonstrate the owner knew of the dog's nature and the owner's recklessness.
